MEETING HELD ON THURSDAY 19 NOVEMBER 2009
IN THE VILLAGE HALL AT 7.30PM

Ten residents were welcomed to the meeting and it was stated that the meeting is conducted in accordance with the Parish Council Standing Orders and Code of Conduct.
1.11 To consider apologies: none received.
2.11 Declarations of interest: Cllrs Neve and Jones declared a personal interest in In Bloom. Cllr Kay declared a personal interest in allotments. Cllrs Jones and Barlow declared a personal interest in the Village Hall.
3.11 Public discussion:
Dog fouling: it was pointed out that a small group from the WI have been clearing up all the bags of dog excrement that have been not been put in the bins.
Quilters: A contribution of “Good News” has been sent for the newsletter in December and it was noted that they are extremely grateful for the new small tables that have been purchased for the hall and how lovely the hall looked. They consider themselves very lucky to have such a lovely Village Hall. Mr Jones was congratulated on his hard work to re wax the floor and paint the walls.
Youth Club: The Village Hall Committee had asked the Youth Club not to stay in the hall as the floor and walls were found marked and dirty after they had used it. Following a discussion where it was stated that the Church Room was not suitable and the equipment used at the Youth Club couldn’t be stored there it was agreed that a meeting be arranged with Mr Barnes, Mrs Laws, Mr Jones and Mr Neve to look at all the issues involved.
Beach Road Path – How far was the new path coming up to near the Village Hall; the resident was informed that it is in the hands of NCC who are putting the new path down.
4.11 Reports from the County/Borough Councillors: County Cllr Shrimplin has been in contact with Norfolk Property Services with regard to the new lease for the Village Hall. Cllr Weymouth is arranging erosion meetings for the Great Yarmouth area from Hopton to Winterton on Sea.
5.11 To receive a report from the PCSO: A report was read out; two recorded crimes in the village since last month. One domestic and a theft from a motor vehicle.
6.11 To confirm the minutes of the previous meetings: The minutes from the meeting held in September have been amended and the minutes from the meeting in October were both signed by the Chairman as a true records of those meetings.
7.11 To report matters arising from the minutes not already on the Agenda:
Cllr Barlow thanked the Clerk for sending out the letter to the residents of Hill View Drive regarding dog fouling which is still continuing. Other measures will be looked at to stop this.
Council tax – a request was made, via Cllr Weymouth, to GYBC Finance Dept for names of the villages in the Great Yarmouth area with non payment of tax. Only the amount for Winterton was received.
8.11 To consider Planning Applications and Decisions:
No planning applications had been received.
Planning permissions:
06/09/0606/F – Proposed rear extensions with first floor dormer and front porch extension at Cliffeholme, Bush Road. GYBC approved.
06/09/0590/F – Installation of an air source heat pump system as a renewable replacement for storage heaters at Fisherman’s Cottage, The Lane. GYBC Approved
9.11 Finance:
It was resolved to approve the following payments in accordance with the budget:

Finance Committee report:
The suggested Precepts and Concurrent functions were proposed by Cllr Blayney, seconded by Cllr Kay and unanimously approved. They will be sent to GYBC for their consideration.
A request was made for a contribution towards the electricity for the Christmas tree that will be placed on the village green; the Parish Council had no objections to this.
10.11 To receive a report on Erosion: Mr Byrne was not present but it was noted that the Group will be meeting soon and various meetings attended which were organised by Cllr Weymouth. A meeting is being arranged for coastal parishes in the Borough down to Hopton. The Shadow Minister is also visiting the area and Cllr Weymouth will have the details.
11.11 To receive a report on the Village Hall: Nothing to report.
12.11 To receive a report from the previous Parish Council Surgery: Two Councillors were available on Saturday 18 October but no residents attended.
13.11 To receive updates on Councillors responsibilities:
Cllr Barlow:
Policies and Procedures: Five Councillors and the Clerk attended the Refresher training for the Code of Conduct held at the Town Hall and run by Chris Skinner from GYBC. Minimal adjustments to be made to Winterton on Sea’s Code of Conduct with some minor changes scheduled for 2010. The changes will be made and copied to Cllrs Neve, Blake and Barlow. When the 2010 changes are made all Councillors will have a full updated copy.
Emergency Planning Group met recently and are looking into keeping the sirens in the village. A full report was given on what action the Group had taken regarding contacting local villages to find out their feelings on the sirens. John Ellis of NCC has been contacted but no reply received to date. The Group have been invited to a meeting on the 8 December and they have also requested that they attend another meeting on the 15 December. Following these meetings facts and figures will be obtained and will be reported back to the whole Parish Council for a decision to be made.
Cllr Blayney: Children have been found damaging the roof of the changing rooms on the Playing Field; parents have been informed. Norwich Airport – no change to the normal traffic.
Cllr Harrison: The seals are closer to Winterton this year.
The hedge at No1 Old Chapel Road is overhanging – resident will be contacted.
Cllr Hodds: Herrings being sold on the beach.
Allotments – no responses from three residents following a request to measure their plots. A separate letter to these residents will be included in the yearly letter sent to allotment holders in December. Insurance – it has been confirmed that the allotments are owned by the Parish Council and the Clerk will contact Zurich to enquire about cover.
Cllr Jones: Elderly – 42 residents went on a trip to Scarborough for a break and another 40 are going to Seacroft for a Turkey and Tinsel event. The lunch club is doing well.
The school are preparing a display about donkeys.
Cllr Sharples: nothing to report on Quality Control. The Parish Directory has been delivered in the Village. A fence on the path from The Cobbleways to Winmer Avenue has broken in the wind and wood from the fence has fallen on the path. There is a Parish Council Surgery in the Village Hall on Saturday 21 November.
Cllr Blake: Speed gun initiative is going ahead jointly with Ormesby with training in the New Year and it is hoped to start in March 2010.
CARS – Caring about Rural Speeds. Leaflets, which will go out in the newsletter, car stickers and posters that can be put on dustbins have been supplied.
The Christmas tree will be put in place on the 28 November; helpers required.#
Cllr Kay: A reminder that the “Good News” newsletter’s deadline is the 4 December and will be sent out in time for Christmas. It was previously approved that this edition can be in colour.
Cllr Neve: Police were in the village due to a suspected unexploded bomb found on the beach; it was found to be car wheel hub.
14.11 To consider the meeting in December; following a suggestion to either cancel or bring forward the meeting in December it was unanimously agreed to go ahead with the meeting on the 17 December.
15.11 To consider the provision of an extra notice board outside the Village Hall; prices to be obtained.
16.11 To review correspondence received:
Item 8 – NRCC letter to introduce new Development Officer. Will be passed to Village Hall Committee for their consideration regarding funding opportunities.
Item 10 – Winterton Bowls Club – request to repair north fence that has been damaged by vandals. GYBC, Mr M Stevenson, agreed that it was their responsibility and will arrange for the repair with GYB Services.
17.11 To review items requiring attention/update:
Item 7 – hedges overhanging in Empsons Loke – Badger Homes will be contacted again.
Item 16 – dog fouling in the dunes - Cllr Harrison has been in contact with Mr Bowles, the owner of the car park who is willing to issue leaflets, put up signs and encourage visitors to clear up after their pets.
Item 17 – Methodist Clock has been repaired again after it was notices that it was fast; no charge has been made by Mr Richardson the clock repairer.
18.11 To receive items for the next Agenda:

19.11 The next Parish Council meeting will take place on Thursday 17 December at 7.30pm in the Village Hall.
